Microsoft is not going to hand out the money without making any claims. So Dell will probably be forced to only deliver Windows 8 boxes with secure UEFI booting.
Making it hard to use other OS'es or other flavors of Windows on it. That would pretty much be a disaster for Dell IMO.

M$ wants to be like Apple. There is only 1 Apple.

M$ is going to look like a knock off so is not going to work.

Apple Ecosystem business model is dying.

In my opinion, it will be independent hardware with independent OS with independent services. Just like it is the rest of the world.
