Migrating to Win7 is expensive!

You must calculate with a budget increase up to 60% when migrating from WinXp to Win7. That will be the realistic scenario for most since Vista never made it to the corporate desktops.
In many cases a migration to Linux would be possible. Get up to date and modern people! Migrate to Linux. Send and receive mail without virus headaches. No Anti virus programs needed (only for scanning the files you send to the poor windows users - you will not be affected by any virus). Office packages are in place. Graphics and photo programs are.
Specialized software like bookkeeping can be handled by windows anyway if you dual boot on those few PC's.
I cannot understand why this is not happening in a big scale already. If money does play a role in your world, you should consider Linux. So why don't you?
Ah I know: Microsoft told you it is not true that Win7 migration is expensive, and that Linux is more expensive right?
